System information Type 13 This message is sent on the BCCH if indicated in at least one of the SYSTEM INFORMATION TYPE 3, 4, 7 or 8 messages. The message is sent by the network to provide information related to GPRS in the cell.

What happens if a radio stack does not support GPRS services, but receive this message?
A mobile station not supporting GPRS shall treat this message as an unknown message type.

About GPRS cell selection


Senario: If there are two cells;
- Cell A do not support GPRS.
- Cell B support GPRS.
C1 and C2 of cell B is greater than cell A.

The MS is switched on, it should be camped in cell A.
Does it means that the MS can not use GPRS service?

Solution 1: In the scenario described above the mobile would not get GPRS service.
There is no mobile solution to this, and it is left to the networks to decide how much (or little) GPRS coverage there is going to be.
Due to the way radio works it has been accepted that in some cases a mobile may move, via cell re-selection, to a cell not supporting GPRS and therefore there may be cases where the subscriber will no longer have GPRS service.

Solution 2: To be precise: This is a question to WG1(Radio aspects) not to WG2(Protocol aspects).
There shall be no service based cell selection in GSM. Otherwise a lot of drawbacks would occur. E.g. increased interference.
If the operator decides not to offer GPRS in the area of cell A then the subscribers can not use it. That's it.
